A Warning for Keir Starmer from His Own History: Without Boldness on Britain's EU Exit & the EU, Your Party Challengers Will Be.

Back in 2018, it took just eight words to electrify a Labour conference and to show Labour was becoming disillusioned with its then leader. While not exactly stirring rhetoric, the phrase met with rapturous applause as most of the hall stood for spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, stood at the podium, blinking in surprise. He was unaccustomed to his speeches having such an effect. His statement was simply: "We are not excluding staying in the EU". But context is everything.

During that darkly divisive time in 2018, departing from the prepared script like this was inevitably viewed as laying down the gauntlet to the party leader, who sought to prioritize leave supporters in key constituencies above the pro-European instincts of his party. With that single address, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a risk-taker who would stand up for the party's base against the leadership he would later replace.

The Evolution in Position & Settled Issues

Since then, the landscape has shifted, not least to Starmer himself. One of his first acts upon assuming leadership in 2020 was to declare the EU question was resolved by the 2019 national vote. And, at the last one, he repeatedly emphasised unbreakable pledge promises that forbade rejoining the European Union or its core structures.

Similar to Corbyn, his strategy has focused on winning pro-Leave voters in target constituencies, even if survey data suggests a significant number have passed away or shifted opinion.

A Lid That Rattles on Europe

Yet, it’s now Starmer is now to face the pressures of being a Labour leader. And, if EU relations may not be the boiling pot of British politics, the cap that has been kept firmly shut since Brexit is starting to loosen once more.

Both Starmer and Rachel Reeves have ramped up their language regarding the damage caused by Brexit has inflicted on the UK’s economy. This serves as an effective tool to criticize the Reform UK leader, who now rarely mentions his flagship policy was his primary goal and is still his sole political accomplishment.

And yet, the extent of the economic harm, which by some estimates has left Britain with an economy that is significantly diminished compared to EU membership, towers over the minor adjustments so far offered by the government. Starmer’s so-called re-set deal agreed with Brussels in 2024 provides gains quantified in fractions of a percent.

Internal Pressure and Ambitious Proposals

Rachel Reeves is among those trying to overcome entrenched Home Office resistance to an expansive version of a growth-enabling program for young people by which youths can move between Britain and Europe for work or study.

David Lammy has pondered publicly regarding the “self-evident” benefits of being in a customs union with the EU, while a dozen Labour MPs, including the chair of the powerful finance committee, last week supported a Liberal Democrat motion on customs union membership.

While the Europe minister, the minister in charge of UK-EU relations, now present at every cabinet meeting, insists the firm boundaries are still in place, there are ways to work around them. A proposal would be to announce the start of negotiations now on a much bolder deal, to be featured in the next manifesto, with implementation only if securing a new electoral mandate.

The Prime Minister's Deep-Seated Scepticism

However, Starmer has most recently damping it all down on the idea by warning rejoining an EU customs arrangement would “unravel” the trade pacts with America, which he views as key accomplishments of his government.

It is understood that Starmer's doubts run even deeper, stemming from three further factors.

  1. First, he thinks any customs union agreement has been made significantly more difficult because his ministers busily de-aligning from EU regulations in numerous sectors, like environmental standards.
  2. Second, the exorbitant price demanded from Britain to join the EU’s new defence fund and the subsequent collapse in talks has convinced British officials that former EU partners are less interested in cutting special deals with Britain than in proving that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, praised by Moscow, is viewed by some influential figures in Downing Street as grounds for Britain to maintain distance from the EU.

An Alarming Document & Geopolitical Considerations

This bizarre and terrifying document asserts Europe faces “civilizational erasure” due to immigration. It contains a single mention of the UK, placed beside a proposal that Donald Trump’s administration may interfere in our politics to foster the rise of nationalist movements.

However, instead of concluding that this renders America an unreliable partner, the government is worried that aligning closer with Europe would destabilise geopolitics further by endangering fragile US military support for Ukraine, Nato and much more besides.

Leadership Speculation & The Ghost from the Past

This situation returns us to 2018. The PM has consistently stated his speech was not a pitch to become leader but merely an effort to keep open the “option” of remain in a future vote. In fact, in those days, he still supported a tailored trade agreement similar to the one he now appears to be opposing.

Observers within Downing Street have noticed that the Health Secretary, who just about everyone assumes would be a candidate for the leadership, is part of a clutch of cabinet ministers signaling they desire greater ambition regarding the EU.

Aides to Angela Rayner, another probable runner in a contest for the top job, insist she refuses to comment on her stance on a customs union because it would only “fuel unnecessary gossip”.

The Clear Risk & A Wise Reminder

The risk is clear. Should the PM reject more meaningful steps towards a close relationship, he allows rivals to occupy the space where most of the party's supporters reside.

It would be wise for Starmer to recall the impact just a few words had on his career seven years ago. Potential pathways for a big offer on Europe that the prime minister ought to consider; he should prise them open himself, rather than letting rivals adopt them as their own.
